Rockstar introduces Lucia incarcerated, with a voice off-camera reframing the scene as a parole hearing. Her family came to Vice City from Liberty City, which makes her someone shaped by a place she was transplanted into rather than born to — an outsider's read on turf the game otherwise treats as home.

Army, the Keys, and a boss worth leaving
Jason Duval
Jason grew up around people who made money the easy way, spent time in the Army, and came out of service straight back into the same orbit — running work for Brian Heder in the Leonida Keys. Where Lucia's constraints are legal, his are inertial: no obvious exit, and no particular reason to look for one until he meets her.
